PhD Candidate sports consulting

Hi, I do consulting in a sport that happens to overlap with my engineering profession, making myself an expert when both are combined. This prompted me to apply for a NIW (both fields are on the rise). I will graduate this summer and most likely receive my professional engineering certificate by the end of the year (My title now is engineer in training (EIT)  the prerequisite certificate and have had that for the past 7 years). I am a resident of two european countries. I already used opt and I would have to leave once I graduate, hence I would like to apply beforehand.

Assuming I have a good case but I still have not defended the dissertation and my final certificate how can I claim a “upcoming PhD” as a PhD candidate and would that count as an “Official academic record showing that you have a degree”. I have all the requirements for both but I will need time to finalize all. The “only” thing that would change from now to then is the official PhD letter.

I do not really have information or intuition regarding your situation since (a) I never saw a sport consulting case, so not clear what prerequisites are considered sufficient at the moment; (b) I do not know how the interface between sport consulting and engineering is important for the national interests of the U.S. I think, the best approach for you would be to contact several immigration attorneys (you can use first free consultation/evaluation option) to figure out your chances.
