Payment of fees for EB2 (National Interest Waiver)

Dear Sir/Madam,
I am placed in Muscat, Oman. With the assistance from you, I self-petioned for EB2 (NIW) 5 months ago. The processing started and I also received a confirmation letter from USCIS after two months that my petition was under process. But, I received another mail saying that they couldn’t cash my bank draft, and told me to pay the fee immediately. I changed the bank and send another draft. But, again, I received the letter saying that they couldn’t cash it, and so they were rejecting my file. The USCIS also levied me 30 USD fine.
I was told that I should pay the fee through US Money Orders. As I have no friends or relatives in the US, I couldn’t purchase that.
Sir/Madam, is there any other mode of payment by which I can self-petition again? Can I use my American Express credit card?
Is there any age limit set for EB2 NIW filing?
