Summary of Visa Bulletin Relevant to EB1A and NIW

EB1 is current for all countries
EB2 is current for all countries except for India and China.  EB2 cutoff date for India and China are currently 01 April 2005 and 22 January 2005 respectfully.

I am a PhD in Botany. I also have double masters ( botany and social work).
I am currently living in Germany.
Is it possible to do the self application for GC from Germany given the fact that I am an Indian citizen

USCIS does not restrict applicants to any particular location or nationality for the GC self-petition. So the answer to your question is yes. The key is to satisfy the USCIS criteria in either EB1A or EB2-NIW. You can read more about the self-petition process in the FAQ at the link. You can look at some example petitions to understand the application process.
