I140 approved; H4 EAD application question

Hello sir/madam,

Recently my I-140 has been approved under EB-1B. I am currently in H1 (since 2019 Oct). My wife is currently in India and will be attending H4 visa next week. Since my I-140 is approved, we want to apply for her H4 EAD. We plan to get her back to US in March. My question is, can we apply for her H4 EAD when she is in India. The application requirements indicate need for I-94  to be submitted as a part of the application.

Can you please let us know if the application be sumitted when she never entered the US under H4. She was in F2 while I was in F1 OPT till September 2019 and left to India in Jan 2020.
