There is significant advance in the cutoff date for Indian nationals.

  1. EB1 is current for all countries
  2. EB2 cutoff date for India is 15 June 08, China is 15 September 08 and current for other countries.

    I am an Indian with PhD and 10 years teaching experience. I have 5 publications also. For the past 9 years, I have been working as a Lecturer in a college in Oman. My wife is also Indian.
    Can I self petition for a Greencard? If I am eligible, where should I file it? In the US embassy in Muscat or in USA? Thanks.

      Yes you can file your petition in the USA. Please use the address listed on the USCIS website.
      https://www.uscis.gov/i-140-addresses
      Assuming you are choosing regular processing and mailing by courier you would use the below address.
      USCIS
      Attn: I-140
      2501 S. State Highway 121 Business
      Suite 400
      Lewisville, TX 75067

      Also please remember to choose (if you are outside of the US) consular processing instead of adjustment of status while filling out the i-140 form. USCIS will send out details of the consulate you need to visit for doing the consular processing for obtaining the green card.
