Hi Venkat,

It depends on whether or not you can satisfy certain criteria defined by the USCIS (please read details on this website). For the majority of STEM professionals the appropriate moment is usually after their PhD graduation, however, there are also successful cases of PhD students getting their cases approved. It depends on many factors, including how well your research is used in the scientific community, in what journals you published, what kind of prizes you received, how critical is your role in the organization, if you refereed anything, where you were born and so on.
