I’m an international PhD student who just stared my PhD in the US, I have a lot of research works done during my master and job experience in my country. I have 15 papers — in one them I’m the first author and also corresponding author and in the other I’m second (9 papers) , third (3 papers) and forth(2 papers) author. The citation of whole my papers is about 60 citations. If I could have 7 recommendations, what is my chance for getting green card (as EB1A) before completing my PhD program?

Your credentials look very good. For a successful application in the EB1A you need to satisfy three out of ten criteria set by USCIS . While your description does not cover three necessary criteria, with your credentials, there is a good chance you may have other credentials that meet the USCIS requirements. Examples of successful petitions may be helpful to you in planning and deciding the appropriate time for your application. One could petition before or after their PhD.
